| ||Departmental Overview |
| ||Berkeley Engineering is among the top three engineering schools in the United States, and is the second largest college at UC Berkeley. The Department of Bioengineering (BioE), established in 1998, is the newest Department in the College of Engineering (COE). BioE is home to 19 core and 13 joint faculty, and plans to add another two core faculty by 2015. |
The Department of Bioengineering lies at the intersection of a number of distinct science and engineering disciplines, two major multi-campus institutes (QB3 & CITRIS - the Center for Information Technology Research in the Interest of Society), and two Berkeley campus strategic initiatives (New Initiative Centers in Nanoscience & Nanoengineering and Computational Biology). These institutes/initiatives have all emerged since our founding and have changed the context in which we do business. Increasingly complex interactions are necessary to complete even the most ordinary business transactions.
The Department also administers the Joint Graduate Group in Bioengineering, a unique multi-disciplinary doctoral degree program with over 160 faculty from 15 departments in three colleges and two professional schools at Berkeley and 21 departments from all four professional schools at UCSF.
The Financial Analyst will administer day-to-day financial/business functions and provide broad support for department financial services. The incumbent will be expected to effectively interact and achieve work objectives by maintaining sound working relationships with all customers including departmental leadership, faculty, postdocs, graduate students, research assistants, and other Bioengineering staff. Work is performed with minimal supervision and only general guidelines, requiring the exercise of independent judgment, application of appropriate UC and campus policies and advanced problem solving skills. The incumbent must be able to identify changing priorities and to apply excellent organization skills to effectively manage office workflow. The incumbent is expected to participate creatively in the development of departmental policies and procedures.
| ||Responsibilities |
| ||**Applies professional concepts to perform moderate to complex analysis to understand past performance and determine present and future performance and/or resource allocations. |
**Provides analytical support for complex budget, financial, or resource analysis projects.
**Manages all accounting functions including proper account/fund set-up, compliance with federal and UC regulations, monthly reconciliation of expenses, transfer of funds and expenses, and the fiscal close process. Reviews all appropriations and expenditures, maintains current spending plans for departmental fund-org combinations, prepares online financial journals and oversees post-audit reviews. Process all gift monies received. Ensures donor acknowledgement, deposit of funds into correct account/fund and appropriate dissemination of information.
**Coordinates and implements department budget allocations, conceives of and maintains department chart of accounts or other data management tools, and related business processes. Performs SAS-115 reviews and maintains key financial controls checklist according to campus audit standards.
**Prepares financial reports, adjustments and journals for departmental activities. Distribute monthly BAIRS reports to each faculty member with funds managed by the department. Responsible for meeting all fiscal closing procedures and deadlines. Troubleshooting erroneous and inactive chartstrings, working with billing/recharge units to resolve billing issues.
**Performs complex financial or resource research and studies for a variety of internal department constituents.
**Examples include generating, modifying, and conceiving of new financial or other resource reports, or analyzing and forecasting staff/faculty salary budgets, contracts, grants, gifts, endowments, instructional / facility funds, or professional degree fees.
**The incumbent will be expected to establish and achieve annual learning objectives for skill-building and professional development. Learning opportunities may include self- directed activities (such as recommended reading or participation in online courses) and/or programs, courses and activities assigned by the incumbent's supervisor. The incumbent will be expected to share key lessons learned with co-workers at the conclusion of each activity, and to incorporate lessons into work performance. Discern discrepancies with vendors/suppliers. Writes professional correspondence, reports and presentations. Serves as back-up staff. Serves as staff resource on policy and procedures. Researches existing policy, learn new business systems, and implement new changes to unit operations.

Has ability to independently gather, organize, and perform financial analysis assignments.
Requires ability to present information in a clear and concise manner both in writing and verbally.
Must be proficient in use of Microsoft Office and common desktop/web applications.
Extensive knowledge of University's financial and budgetary processes, policies, and practices. Knowledge of cost accounting standard.
Able to understand, articulate and adapt university accounting, payroll, and purchasing policy and procedures.
Progressive experience in developing complex budgets, in conducting strategic/financial planning and forecasting, and designing financial reports. Proven ability to analyze complex fiscal issues and information, synthesize data, and be able to convey findings clearly, accurately and in an effective manner.
Well-developed competency with existing campus systems BFS, BAIRS, or comparable business systems. Ability to download data and create customized financial and budget reports, as well as rapidly retrieve and organize information from a broad range of web-based resources, and prepare information for presentation. Thorough knowledge of and proficiency in Windows PC operations and applications including Excel (including chart functions), Word, bMail, bCal, internet browsers, and Powerpoint. Proficiency with word processing, spreadsheet applications, database and information management systems, e-mail and web browser programs.
Ability to lead/manage and complete ad hoc analytical projects independently from beginning to end.
Exceptional verbal and written communication skills; exercise initiative and independent critical thinking and problem-solving skills.
Ability to contribute creative innovations to the budgeting and financial reporting process.
Ability to take action and implement changes with minimal direction or supervision.
Mature ability to exercise sound judgment, discretion and professionalism in handling sensitive, often difficult and highly confidential information.
Ability to manage a heavy workload with competing deadlines utilizing excellent time management and organizational skills.
Willingness and ability to learn and implement new systems and programs, along with the keen ability to seek and utilize new information.
A strong customer service orientation with an open, supportive can-do attitude. Able to work effectively with a diverse clientele.
Able to give consideration to the priorities and concerns of customers and colleagues in support of unit goals and ensure cooperation and productive interactions.
Demonstrated experience in using automated financial systems for financial projection, tracking, reporting and analysis. Ability to run queries and analyze reports from an automated financial system, creating Excel spreadsheets and preparing customized reports for management decisions is essential.
Strong problem solving skills and the ability to define issues clearly are essential.
Ability to handle sensitive matters with discretion and tact both orally and in writing. Good customer service skills.
Ability to work both independently and as a team member: take initiative, prioritize work and manage multifaceted projects with competing deadlines.
