| ||Departmental Overview |
| ||This position involves analytical studies on a variety of policies, projects, programs and issues in support of a the strategic mission of CSS HR/APS. Campus Shared Services (CSS) provides reliable, high quality administrative support for UC Berkeley in the areas of Business & Financial Services, Human Resources & Academic Support, Information Technology, and Research Administration. Conducts research to support new or changing programs to enhance quality service and customer service deliver to CSS teams, managers, and employees. Assists in policy and program planning, development and administration; interprets, monitors and analyzes information regarding policies and procedures and provides consultative services regarding general management to department administrators. Provides training on department and campus policies, risk management, and best practices. Handles difficult or sensitive situations. Runs and analyzes ad hoc reports and solves complex operations-related programs. |
The Operational Effectiveness project position will initially focus on the following strategic initiative projects:
- Developing and implementing a comprehensive talent management program for CSS HR/APS.
- Developing and implementing the CSS HR/APS communications strategy.
- Handling change management for CSS HR/APS on all HR Projects and initiatives that impact the unit and/or it's clients (including Service Now, Caltime and UCPATH).
This is a two-year contract position with the possibility of extension.
| ||Responsibilities |
| ||Provides analyses for complex systems and resource projects working directly with all levels of managers. |
Proposes, leads and/or participates on policy and planning committees and working groups. Researches and summarizes best practices in field.
Develops proposals and recommendations to guide and support a broader strategic direction for the organization.
Collaborates with departments such as central HR and IT to coordinate the development, implementation and monitoring of new programs and processes.
Makes high level contacts of a sensitive nature, internally and externally requiring discretion and diplomacy in order to negotiate with or persuade officials to adopt the proposed solution.
May lead a team of lower level analytical and administrative staff.
Develops and presents complex proposals and/or functional plans on a broad range of issues to include problem identification, costs, benefits and options.
| ||Required Qualifications |
| || Advanced knowledge of university campus, system-wide and governmental policies, procedures, protocols, and related applicable laws and regulations |
Intermediate to advanced knowledge of common campus-specific computer applications.
Strong analytical/problem-solving skills with ability to get at root cause of issues.
Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
Mid-level to large project management skills with ability to use project management tools.
Experience in preparing advance reports and presentation summarizing results and conclusions of detailed analyses.
Talent Management experience within a large organization.
Change Management experience within a large organization.
Experience with Electronic and Written Communications within a large organization.
A solid understanding of how people go through change and change process.
Ability to research potential solutions related to procedure, workplace planning and training to achieve system results.
Ability to multi-task with demanding timeframes.
Ability to use discretion and maintain all confidentiality.
Bachelor's degree in related area and/or equivalent experience/training.
