UC Berkeley Extension is a one of the largest and oldest continuing education operations thriving in the United States, with 2,000 professional development and personal enrichment classes and approximately 38,000 enrollments annually. The UC Berkeley Extension Information Technology team has developed a large portfolio of applications and services ranging from departmental and administrative supportive to enterprise mission critical, among them Extension's Student Information System, primary web site, and data warehouse.
This position will report directly to Extension's Director of Information Technology and work amid a team of highly functional Business System Analysts responsible for understanding business needs relative to our extensive application, services and project portfolio. The role will be key in leading the design and adoption of project and project portfolio management disciplines across IT initiatives that often span departmental boundaries and serve the overall organization's goals.
Success in this role will require delicately balancing project and portfolio management expertise with effective practices to facilitate efforts while adding value and agility to project teams; enabling meaningful yet simplified visibility across a growing portfolio of initiatives from intake to execution; identifying resource constraints or dependencies across disparate efforts; analyzing individual initiatives and applying appropriate methodology and rigor around execution especially while considering value and risk; identifying opportunities to create and apply standards and templates to reduce project management overhead; adapting project and portfolio management discipline best practices to fit into and improve a highly effective department and organization.
Involves managing outcome of specific IT projects with a defined beginning and end. Manages the development and implementation process involving departmental or cross-functional teams. Plans, coordinates and monitors schedules, budgets, staff and deliverables. Monitors the project from initiation through delivery. Organizes the interdepartmental activities ensuring completion of the project on schedule and within budget constraints.
Applies professional project management concepts and is able to apply IT and project management policies and procedures in managing complex assignments such as a full web site redesign, or legacy data system migration.
Implements the project management process in support of the department's portfolio of products and services involving departmental or cross-functional teams focused on the delivery of new or existing products such as a CRM adoption, enterprise integrations of SIS and resource scheduling, digital signage solutions, or Campus SIS.
Assembles and directs moderate to large project team, designs project plan, schedules and may monitor budget/spending (people and dollars).
Monitors projects from initiation through delivery, including oversight of system integration, project and communications, interface with vendors and managing risk. Organizes the interdepartmental activities ensuring completion of the project/product on schedule and within budget constraints.
Creates and maintains visibility and coordination of IT and inter-departmental projects and resources, centralizing intake while standardizing assessment, management tools, discipline and practices. Reports on individual and project portfolio status, cost, timelines, risks, dependencies, and resource utilization among other relevant metrics.
Accommodates a framework for governance and recommends tactical and strategic changes, prioritizations and rebalancing to best support and realize the department's strategic goals.
Collaborates with staff throughout the organization, often acts as an advisor and facilitates small to larger initiatives by developing re-usable and lightweight project templates, well defined standards for assessment and reporting, recommends methodologies, and shares project management expertise insights.
Implements the Request for Information (RFI) / Request for Proposal (RFP) process.
Requires advanced communication, organization, and project management skills.
Broad knowledge of IT-related initiatives and an understanding of impact to organization in terms people, process and technology
Requires knowledge of most aspects of computing and communications including enterprise architecture, hardware infrastructure, networking, voice, software development, system integration, operations and disaster response.
Works in a collaborative manner to achieve results
Demonstrated leadership skills including ability to coach, mentor and motivate teams toward a common vision or set of objectives, and secure good will and cooperation from outside parties
Ability to identify staff development opportunities or requirements in terms of operational readiness
Experience managing stakeholders and expectations
Experience managing multiple priorities while staying aligned to department's or organization's objectives
Ability to establish and execute priorities, goals/objectives
Experience with multiple project methodologies
Ability to evaluate multiple factors to determine appropriate rigor and project methodology
Works well in a highly dynamic, fast-paced environment; handles changing priorities well
Background check required.
Bachelor's degree in related area and/or equivalent experience/training.
Business Analysis experience desired
Desired (not required) Project Management (PMP) or Project Portfolio Management (PfMP) from the Project Management Institute
Desired (not required) experience with ITIL v3
Salary & Benefits
