Required Qualifications (as evidenced by an attached resume) :

Bachelor's Degree (foreign equivalent or higher) . In lieu of degree, an Associate's degree (foreign equivalent or higher) and two (2) years of directly related experience. Three (3) years of full-time administrative experience. Purchasing and/or contracts experience. Experience communicating and negotiating with suppliers and internal stakeholders.

Preferred Qualifications:

Master's Degree (foreign equivalent or higher) in business or a related field. Experience in an educational or governmental setting. Certified purchasing or supply chain management credentials. Experience using SUNY, SFS, Jaggaer and Microsoft Office.

Brief Description of Duties:

The Contracts Officer will be responsible for reviewing, developing and processing complex contracts, agreements purchase orders and change orders for the University.

• Review, develop, process & administer complex contracts, agreements, purchase orders and change orders for University required/related services including the development of bid specifications in accordance with applicable Purchasing laws, procedures and guidelines.

• Personally meet with departments affected by campus contracts to:

• Determine the level of competency of contractors providing services/materials.

• Determine future contractual requirements to provide services / materials.

• Assist in the development of bid specs.

• Analyze in detail departments' requirements and determine proper procurement method to be followed. This requirement is to include and be done in coordination with the Service (Performance) Contract Manager position.

• Perform administrative support work for contractual and bidding transactions as necessary.

• Review, enforce and revise (where/when appropriate) specifications for all assigned contracts.

• Administer University's Revocable Permit Process; to include the development and implementation of processes and systems.

• Negotiate and execute revocable permits for Stony Brook University, following legal guidelines to ensure compliance and issuance within a required time frame.

• Provide support to ensure that all University space is utilized appropriately and related costs are received.

• Maintain all revocable permit data.

• Ensure full compliance with Child Protection Policy.

• Ensure all permitees are billed appropriate amounts and provide adequate insurance coverage.

• Implement the solicitation and utilization of MWBE vendors for contractual services / materials. Make recommendations on how to meet the University's goals for this initiative. Document in procurement record what steps were taken to ensure MWBE were contacted for solicitations and discretionary purchases.

• Enter contracts and supporting documentation in the Contracts Status Monitor in a timely manner. Runs reports on contracts as requested.

• Work with sister campuses on Shared Services initiative.

• Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes:

This is a full time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
