Departmental Overview
Contract Administration (CA) is the unit responsible for the formation and administration of construction contracts for the Capital Strategies Department and the campus. CA's primary function is the acquisition of professional, architectural and construction services for the Berkeley Campus. Professional contracting services are provided in compliance with System-wide and Berkeley campus policies and procedures as defined in UCOP's Facilities Manual in addition to applicable local, state, federal, and international laws, rules and regulations, principally those laws pertaining to UC in Calif. Public Contract Code Section 1500, et seq. The Contract Administrator 2 (CA2) serves the campus in two functions: procurement of the professional, licensed contract services of construction and design firms and administration of the contracts after award, i.e., change orders, payment processing and closeout.

Responsibilities
- Reviews Commits/Requests and selects appropriate contracting method based on departmental needs.
- Prepares and executes standard contract documents.
- Identifies and investigates new contractors with a special emphasis on business outreach.
- Applies professional contract administration concepts to investigate, qualify and select contractor sources and bidders.
- Under general supervision, may conduct bidding cycle activities for construction contracts.
- Identifies and evaluates available information to make sound business decisions.
- Conducts bidding cycle activities for construction work, receives quotes, reviews quotations, negotiates terms and conditions, makes awards and documents transactions for audit purposes.
- Drafts standard contract language, validates sole-source justifications, and develops counterproposals.
- Meets and confers with contractors and campus clients regarding University contracting policies, procedures and practices.
- Teaches in-house training sessions on contracting issues.
- Teaches in-house training sessions on various contracting issues like the procedures for the Unifier, Mini Form and Authorizations processes.
- Reviews insurance submittals for conformance with contract requirements.
Required Qualifications
- Working knowledge of and/or ability to learn internal departmental/unit operating policies, applicable state and federal regulations and general contract terms.
- Working knowledge and understanding of specific contracting assignments.
- Reading and comprehension skills consistent with the ability to understand information contained in Commits, specifications, contracts, and related documents.
- Written, verbal and professional interpersonal communications skills; and ability to deal effectively with broad and diverse constituencies ensuring strong customer service orientation and skills.
- Organizational, presentation and negotiation skills.
- Listening and political acumen skills.
- Knowledge of and/or ability to learn the organization, including its infrastructure, goals, mission, rules, policies, guidelines, etc.
- Ability to set priorities, manage multiple tasks simultaneously and handle emergency situations calmly and expeditiously.
- Bachelor's degree in related area and/or equivalent experience/training.
Salary & Benefits
This is a 100% full-time (40 hrs a week) non-exempt career position, which is paid bi-weekly and eligible for full UC Benefits. Hourly pay for this role is commensurate with experience.
