Departmental Overview
The Financial Aid and Scholarships Office (FASO) directly awards or coordinates the awarding of over $850 million from over 700 funding sources to over 25,000 undergraduate and graduate students. This position supports one or a combination of federal, state and/or institutional aid programs administered by FASO. Interprets financial aid regulations, analyzes data, and implements procedures to ensure regulatory compliance and timely delivery of financial aid.
The mission of the Financial Aid and Scholarships Office is to provide students access to an excellent education. Through strategic partnerships and rigorous planning, FASO offers innovative aid programs to make higher education affordable, helps students and parents navigate financial aid processes, counsels students so they understand their options and feel empowered to make the best choices to manage their financial lives, advocates on behalf of students, teaches students about financial literacy, collaborates to help build upon a comprehensive, holistic culture of care that transforms the student experience and helps us recruit, retain, and graduate students and prepare them for success in life, and fosters a sense of community by encouraging alumni and donors to connect with the university and give the gift of access to the next generation of students.

Responsibilities
- Develops policies and strategies for the recruitment and retention of students through financial aid programs.
- Advises and supports educational leaders and stakeholders regarding improving equity throughout educational systems and processes to improve outcomes for all students, with an emphasis on historically underserved student populations.
- Directs institutional research and analysis to support forecasting and strategic planning.
- Interprets complex historical data and forecasts to identify trends in the affordability and accessibility of UCB education.
- Participates in the development of strategic policy initiatives to mitigate trends
- Manages operations.
- Develops and implements budgets for managed functions.
- Provides direction to subordinate managers and/or supervisors.
- Makes decisions on performance, salary actions, hiring, and other human resources-related issues of managed staff.
- Supports the professional development of staff.
- Ensures employees have up-to-date training to perform critical job functions efficiently in alignment with the university, division, and department goals.
- Further, incorporates ongoing team and individual direct reports' professional development as both an operational and strategic priority and ensures sufficient planning and training time is available to meet annual development goals.
- Regularly review goals throughout the year to assess progress and the effectiveness of the approach and/or adjust for changing organizational or staff needs.
- Participates in planning and utilization of federal, state, University, and agency funds to determine the most effective distribution of funds, given availability, government awarding parameters, and University goals
- Oversees accounting and internal control structure and ensures protection of assets.
- Participates in annual financial and programmatic audits
- Ensures compliance of financial aid policies and programs with federal, state, University, agency, and donor laws, regulations, policies, and terms.
- Ensures the security of private information.
- Maintains current knowledge of applicable rules and standards of the Pacific-10 Conference, the National Collegiate Athletic Association (NCAA), as well as other associations and agencies to which the Berkeley Campus of the University of California adheres, and, at all times, avoids any and all violations of these rules and standards.
- Directs the development of IT systems and interfaces with external systems to effect efficient delivery and reporting of student aid. Negotiates and coordinates with other UC and UCB departments in the development of common IT systems and interfaces.
Required Qualifications
- Advanced knowledge of policies, regulations, and practices for awarding financial aid, including needs analysis and packaging.
- Advanced knowledge of techniques for recruitment and retention of students through financial aid.
- Advanced knowledge of research-based strategies for equity leadership that aim to support successful programs and interventions for underserved student populations.
- Advanced knowledge of and/or ability to learn University policies, processes, and procedures related to budget, accounting, human resources, IT, and student services.
- Advanced knowledge of advising and counseling techniques.
- Advanced skills in policy and program development.
- Advanced problem identification, critical thinking, and problem-solving skills; judgment and decision-making ability.
- Advanced quantitative analysis and resource management skills.
- Skill and experience in project management and organizational effectiveness.
- Written and verbal communication skills.
- Active listening, persuasion, and negotiation skills.
- Customer service orientation.
- Ability to assess processes and implement improvements.
- Interpersonal skills.

- Experience using complex databases.
- Ability to define specifications for database programming.
Education/Training:
- Bachelors degree in a related area and/or equivalent training/experience.
Salary & Benefits
- This is a full-time (40 hours per week), career position that is eligible for full UC benefits.
- This position is exempt and paid monthly. The annual salary for this role is commensurate with experience within the range of $130,000 - $146,800.
- This is a hybrid position, eligible for 50% remote capability.
