Departmental Overview
The Department of Economics is among the largest teaching and research departments at UC Berkeley, and is consistently ranked among the top five in its field worldwide. The department employs 15 departmental staff, approximately 45 ladder-rank faculty, and maintains a total academic membership of approximately 70 including joint appointments, lecturers, visiting faculty and active emeritus. The Department has a $25 million annual budget including state, endowment, special project, extramural, contracts/grants, prize and student aid monies, as well as donor funds. The size of the Economics degree programs overall rivals that of many schools or colleges at Berkeley, with 1,600 undergraduate majors, 800 degrees annually, 130 PhD students, and 40,000 student credit hours annually.
The Assistant Director of Finance (ADF) has a wide range of responsibilities by providing financial management and administrative support for faculty research funds, and serving as a liaison with the Berkeley Regional Services - SHARE (BRS) regarding related services. The ADF routinely interacts with faculty and outside individuals to manage, review, control, and monitor faculty funds and initiates a variety of operational, personnel, and financial transactions including purchasing and paying for services, processing travel and entertainment reimbursements, direct billing, payroll, accounts receivable, accounts payable, and general accounting transactions. Also, the ADF oversees management of faculty research and contract and grant funds by tracking agreements, ensures compliance with conditions and policies, and provides bi-annual reporting. The Assistant Director of Finance meets with senior management to discuss departmental financial strategies and provides feedback on the departmental, staff, and TAS budgets, as well as supervises, hires, and trains work study students with financial responsibilities.

Responsibilities
Faculty Fund Administration, Analysis, and Reporting
The Assistant Director of Finance oversees the administration and performs supporting analysis for departmental faculty research and start-up/retention funds. Coordinates, reviews, and projects spending on faculty research funds and accounts, including but not limited to start-up and retention packages, endowed chairship, a limited number of hosted contracts and grants, and research center funds. Tracks and monitors agreements and commitments and updates faculty on a regular basis in regards to balances and expenditures. Monitors balances and addresses any overdrafts and clears deficits by processing financial journals and initiating direct retros (payroll expense transfers). Ensures sufficient funding and correct account usage for summer salary requests. Coordinates and implements faculty and, in part, department budget allocations. Maintains department chart of accounts or other data management tools.
Applies professional concepts to perform moderate to complex analysis to understand past performance and determines present and future performance and/or resource allocations. Gathers, analyzes, prepares and summarizes recommendations for financial and/or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, et cetera. Provides analytical support for complex budget, financial, or resource analysis projects for a variety of internal department constituents. Conveys University policy and information to the faculty.
Provides department support in the areas of business process analysis and design, system or procedure testing and implementation, documentation, security, workflow, and customer feedback. Ensures that business processes, procedures, service delivery and records management are uniform, consistent and efficient.
Assists faculty in post-award fund management and provides analytical support for contract and grant by ensuring accuracy of reports, and that funds are spent in timely manner and in accordance with granting agencies. Serves as primary department liaison to BRS Share Research Administration, the Sponsored Projects Office (SPO), and Extramural Fund Accounting (EFA) office.
Business & Financial Services and BRS Liaison for Faculty
Coordinates, monitors, and reviews all processes associated with the day-to-day financial services of the faculty research funds and serves as liaison for the Berkeley Regional Services - SHARE (BRS) regarding all financial services on faculty funds. Financial services include Travel/Entertainment, Reimbursement/Payment services, and Purchasing queues (BearBuy). Supervises work study students who assist with financial processing such as BearBuy and Travel & Entertainment reimbursements.
Ensures accurate and necessary information is communicated to BRS staff and entered into appropriate campus systems in an accurate and timely manner. Serves as the initial reviewer of exceptions related to financial services and business contracts. Oversees all financial transactions of the central administration: managing, preparing, administering, and directing of the budget/campus resources. Acts as reviewer and approver for all faculty related funds for purchasing and reimbursements. Oversees purchasing and reimbursement services for research centers, faculty, and student group activities. Serves as contact for campus buyers, vendors, Central Purchasing, and Disbursements Office.
Serves as an expert resource and first point of contact for the faculty on matters related to University policy regarding travel, entertainment, purchasing, and reimbursement services. Advises faculty and student researchers in regards to requests for financial services and ensures that all requests are compliant with Departmental and College procedures and University policies.
Departmental Financial Assistance
Assists the Director of Finance with financial management of the Department. This includes, but is not limited to: financial management for student groups, fellowships, fiscal ledger management and correction, departmental budgeting and forecasts data and analysis, business operations processes and policies implementation. Acts on behalf of and represents the Director of Finance at meetings during her absence.
Professional Development
Maintains professional development and updates working knowledge of financial and accounting policies through attendance and participation at campus and other training sessions, seminars, conferences, and events as well as active membership in campus and professional organizations, and networks with peers across campus. The Department of Economics provides $1,500 per year toward professional development activities.
Required Qualifications
Requirements and Qualification:
- Advanced knowledge of finance and accounting concepts, policies, practices and systems, as well as compliance and auditing requirements.
- Ability to independently gather, organize, and perform financial analysis assignments.
- Ability to effectively present information in a clear and concise manner both in writing and verbally.
- Proficient with Microsoft Office particularly with intermediate skills in MS Excel and knowledge of common desktop/web applications.
- Proficiency with and/or ability to learn campus financial systems (BearBuy, BFS, CalAnswers, T&E, UCPath) or similar systems.
- Knowledge of and/or can quickly learn applicable University processes, systems, protocols, and procedures for budget, account and fund management; understanding of and/or can quickly learn University rules and regulations.
- Strong inter-personal skills and ability to work effectively across the organization at all levels.
- Analytical skills sufficient to develop and implement financial data management and reporting systems.
- Strong organizational skills with attention to detail and ability to multi-task in a high-volume, customer service-oriented environment.
- Multicultural competencies; ability to work with diverse populations.
- Skills in analytical and critical thinking with sound judgment and decision-making.
- Ability to be resourceful, creative, innovative, and flexible.
- Ability in problem identification and reasoning and develop original ideas to solve problems.
- Supervisory skills to hire, train, and provide coaching and guidance to student workers.
Education & Training:
- Bachelor's degree in related area and/or equivalent experience/training.

Salary & Benefits
This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for full UC Benefits.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $75,000.00 - $104,000.00.
