Departmental Overview
The Department of Electrical Engineering and Computer Sciences (EECS) in both the College of Engineering and the College of Computing Data Science and Society (CDSS), is the largest department on the Berkeley campus consisting of over 130 faculty, adjunct, active emeriti and PIR appointments, 3,600+ undergraduates both in the College of Engineering and Letters and Science, 800+ graduate students, and 60+ staff members. EECS programs are consistently ranked in the top three by many measures, including U.S. News & World Report's national and global ranking. Annual operating budget (not including expenditures related to research. faculty start-ups, and student fellowships) for EECS is $40+ million.
The Department is actively engaged in teaching and research in the disciplines of Artificial Intelligence, Computational Biology, Databases, Graphics, Hardware / Architecture, Human-Computer Interaction, Operating Systems / Networking, Programming Systems / Software, Scientific Computing, Theory, Vision (in Computer Science) as well as Biosystems, Communication/Networking, Communications/Physical Layer, Control, Design, Modeling, and Analysis, Electromagnetics/Antennas, Integrated Circuits, Optics, Physical Electronics Devices, Physical Electronics/MEMS, Optoelectronics, Energy, Robotics, Signal Processing for Image & Video, Signal Processing for Speech & Audio (in Electrical Engineering). Computer Science operates research and instructional laboratories in Soda Hall and Sutardja Dai Hall, and Electrical Engineering operates like facilities in Cory Hall and Sutardja Dai Hall. EECS also has a significant technical staff support structure to provide support for research and instructional laboratories and fabrication facilities.

Responsibilities

This position serves as a financial expert in creating ad hoc reports for resource allocation, trend analysis, risk mitigation and development of best practices in financial administration and management. In addition, this position is responsible for providing overall oversight of operations, student fellowships, faculty start-ups, foundation and gifts funds; developing, interpreting and implementing financial concepts for financial planning, resource planning (dollars), and control of organizational budget. Analyzes and prepares recommendations for financial plans, including annual resource allocations, future requirements, and operating forecasts for all department funds (e.g., faculty/staff salaries, TAS budget, fellowships, gifts, etc.). The incumbent must assess the various budgeting and reporting processes currently in place and develop reporting tools to retrieve data from campus systems. The Financial Manager must develop, communicate, implement, and maintain financial reporting guidelines and controls for the department, including TAS budget and graduate student fellowships funds. This will be reinforced by integrating ERSO and College procedures and business processes and delivering efficient, compliant and effective administrative support services. The Financial Manager reports to the Director of Administration/Operations and provides high level administrative and financial analysis and reporting, policy review, analysis and recommendations.
60% Budget Development and Financial Analysis and Management:
Responsible for providing analytical support for highly complex budget, financial, and resource projects dealing directly with the Director of Administration/Operations, senior managers, and faculty leaderships. Develops projections and determines appropriate actions and recommendations.
15% Supervision:
Supervise and manage two FSA3s, two FSA2s (indirect reports)) and the EECS ASE Program Manager (Academic HR Analyst 3). Oversee and direct the group with responsibility for quality and quantity of work. Participate in the selection, development, and evaluation of staff to ensure the efficient operation of the financial and ASE related functions. Train staff and create an effective teamwork environment. Responsible for hiring decisions, interviewing candidates and either making selection decisions or recommending individuals for hire. Provide guidance on performance standards and University procedures. Develops performance plans and evaluates performance, including providing feedback and coaching. Make recommendations for employee incentive awards and salary increases including merits and reclassifications.
10% Graduate Student Funding and Fellowships Administration:
Partner/collaborate with Executive Director of Student Affairs on:
10% ASE Program Administration:
Partner with the EECS ASE Program Manager in providing direction and guidance to the EECS ASE program and its related functions. Resolve complex and sensitive matters (e.g., union grievance claims, ASE conduct issues, etc.). In collaboration with the EECS ASE Program Manager, develop and make recommendations on implementing policy and procedural changes in compliance with university and union regulations.
5% Provide backup support to the Director of Administration/Operations as necessary and appropriate.
Required Qualifications
- Advanced knowledge of finance policies, practices, and systems.
- Ability to identify, collect, and analyze information from multiple sources.
- Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
- In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
- Ability to develop original ideas to solve problems and take the initiative to solve complex problems and provide follow through.
- Leadership skills to provide guidance, coaching and mentoring to professional and support staff Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail. In depth ability to use organizational skills to multi-task in a high-volume environment.
- Ability to adapt to changing priorities. Required Ability to function as a member of a team. Required Advanced knowledge and understanding of internal control practices and their impact on protecting University resources.
Preferred Qualifications
- Advanced degree in related area and / or equivalent experience / training.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $95,300 - $136,700.
