POSITION SUMMARY:
The Deputy Chief is the second highest rank in the Duquesne University Police Department (DUPD) and reports directly to the Chief of Police. The D/Chief is assigned as the commanding officer and may assume the duties of the Chief of Police in his/her absence and perform related functions in that capacity.
The D/Chief provides strategic guidance on complex issues including DUPD directives affecting operational policies, management of resources, DUPD effectiveness/efficiency, and creates, recommends, and leads the strategic vision of the DUPD. The D/Chief engages in executive level problem-solving with the Chief of Police and other University department heads. The D/Chief formulates and recommends innovative solutions for organizational change to deliver services and policies more effectively and efficiently.

DUTIES AND RESPONSIBILITIES:
Ensures the Duquesne University Police Department provides courteous and professional customer service to the Duquesne University campus community.
Advises, assists, and develops policies and/or procedures governing DUPD public safety responses to emergency management, campus community policing, crime control, prevention, and other matters of mutual concern.
Coordinates campus law enforcement and public safety activities; establishes and maintains mutually productive working relationships with the campus community and other criminal justice organizations.
Plans and organizes work; conducts or directs staff training and development; maintains effective department discipline and morale; reviews and evaluates employee performance; executes disciplinary action within a union environment.
Implements organization and staffing patterns to effectively address operational needs.
Maintains high visibility and accessibility to the campus community to achieve positive interaction and understanding.
Reporting to the Chief of Police, the D/Chief leads, directs, and strategically plans the comprehensive function and operations of the Duquesne University Department of Public Safety (DUPS).
Completes other duties as assigned.
REQUIREMENTS:
Minimum qualifications:
Bachelor’s degree in criminal justice, sociology, public administration or a related field from an accredited institution
Minimum of ten (10) years of law enforcement experience and five (5) years of progressively responsible supervisory, leadership, and management experience.
Act 120 Municipal Officer certification and/or able to obtain it within 9 months.
Preferred qualifications:
Master’s degree in a related field from an accredited institution.
Professional training such as the Senior Management Institute for Police, FBI National Command College, Naval Post Graduate School, or similar program preferred.
Alternately, the successful candidate may possess any equivalent combination of experience and training, which provides the knowledge, skills and abilities required to perform the essential job functions. This includes, but is not limited to, the following:
The D/Chief organizes and oversees the activities of patrol operations, administrative services, investigations, emergency dispatch center, security, and security technology.
The D/Chief leads the multi-disciplinary compliance efforts relative to the Jeanne Clery Act and Title IX.
The D/Chief collaboratively oversees and authors the Annual Security and Fire Safety Report by October 1 of each year.
The D/Chief serves as and/or supervises the DUPD Accreditation Manager.
The D/Chief serves as and/or supervises the DUPD PowerDMS Manager.
The D/Chief serves as and/or supervises the DUPD Lexipol Administrator.
The D/Chief completes the UCR crime stats for the PA State Police and FBI.
The D/Chief serves as and/or supervises the Range Master and service weapon armory.
The D/Chief oversees all internal investigations.
The D/Chief serves as the Acting Chief of Police in the absence of the Chief of Police.
The D/Chief assists in planning, directing, and implementing the short and long-term goals, objectives, and strategies of the DUPD.
The D/Chief oversees the research, planning, and development of the department policies, procedures, and general orders based on national best practices, law enforcement benchmarks, and 21st century policing objectives.
The D/Chief represents the DUPD in select working groups, committees, and partnerships, both internal and external to the University.
The D/Chief ensures the Spiritan mission of the University is met.
The D/Chief determines the need for and oversees the requisition of equipment, and other related items necessary to provide the tools for a safe and effective public safety work environment.
The D/Chief provides incident command and coordinates emergency response for major incidents on campus.
The D/Chief reviews and approves all police reports in the DUPD records management system.
Knowledge of federal, state and local laws and post-secondary education regulations pertaining to crime, and safety.
Ability to work with various computer systems and applications.
