Departmental Overview
The Academic Personnel Office is seeking to hire an Academic and Employee Labor Relations Analyst (Academic HR Analyst 4) for an 18-month contract position. The successful candidate will be a flexible and detail-oriented self-starter; have a strong work ethic and a collaborative, service-focused orientation; possess experience in labor relations; and enjoy being a critical part of a high-performing team.
This position serves as a key academic employee and labor relations resource to academic departments. The incumbent will provide group office hours and individual consultation to assist units with proper implementation of academic labor contracts, with a focus on contracts for graduate student employees. In close consultation with APO, ELR and Graduate Division leadership, this position will also develop user-friendly resources, tools and guidelines for academic unit faculty and staff involved in contract implementation and take a lead role in ensuring timely easy-to-understand communications for this audience. This role will also provide support in processing grievances.
The mission of the Academic Personnel Office is to ensure the continued excellence of Berkeley's entire academic population so that our campus can fulfill its core missions: offering broad access to a superb education, pushing forward the frontiers of knowledge, and serving the public good.
We work closely with the Vice Provost for the Faculty to maintain high standards and fair processes in academic appointments, promotions, and merit increases. We help academic HR staff, faculty, chairs, and deans to stay up-to-date about the University's policies and practices so that we can sustain a broadly shared understanding across our campus.
We support the Office of Faculty Equity and Welfare in their academic recruitment efforts by classifying non-senate appointments into the appropriate title series and approving appointments at non-delegated levels.
We administer APBears, the Academic Personnel at Berkeley Electronic Achievements and Review System, for the campus and also collect and analyze data to assess the effectiveness of our current academic personnel practices and to identify areas in which the campus may improve. We manage OATS (Outside Activities Tracking System) for the Berkeley campus.
We also manage a CalNet authenticated site, BMAP, Berkeley Manual of Academic Personnel, that focuses on policies, processes, and practices concerning the Professor and Teaching Professor Series.

Responsibilities
Academic ELR Consultation:
- Serves as a key academic employee and labor relations resource to academic departments, providing comprehensive individual or group (office hours) consultation to assist units with proper implementation of academic labor contracts, with a focus on contracts for graduate student employees.
- Counsels Senate and non-Senate faculty, other academic appointees, or other Academic Personnel staff concerning complex and/or particularly sensitive employee/labor-related issues.
- In consultation with the Academic ELR Manager and Assistant Vice Provost, provides advice to deans/chairs, and campus leaders, and recommends strategies for addressing sensitive situations involving academic appointees and/or requesting exceptions to policy. Identifies and utilizes precedent-setting situations to recommend new organizational procedures and practices.
Communications:
- In close consultation with APO, ELR and Graduate Division leadership, this position will take a lead role in ensuring timely easy-to-understand communications to academic unit faculty and staff involved in contract implementation.
Resource Development:
- In close consultation with APO, ELR and Graduate Division leadership, this position will develop user-friendly resources, tools and guidelines for academic unit faculty and staff involved in contract implementation.
- Develops programs and guidelines as training resources for the implementation of collective bargaining agreements, discipline and dismissal matters, and new initiatives in employee and/or labor relations.
- Functions as a resource to other academic personnel and programs professionals, advising on processes and procedures for a variety of sub-units.
Grievance Resolution:
- With a focus on graduate student worker contracts, provides support for informal and formal complaint resolution processes and resolution of grievances involving academic appointees.
- Conducts and/or coordinates fact-finding processes, including liaising with relevant campus units (e.g., Compliance, Campus Counsel); provides feedback to senior managers, including the Academic ELR Manager and the Assistant Vice Provost, and makes strategic recommendations for consideration by campus leadership.
Required Qualifications
- Requires advanced knowledge of and/or can quickly learn and ability to apply/interpret systemwide and organization policies, contracts, procedures, and practices which govern academic personnel and employee and labor relations.
- Advanced knowledge of and/or can quickly learn organization, college/school, and departmental/divisional goals, priorities and values and the legal and human implications of decisions.
- Thorough knowledge of trends in academia, especially in areas of academic employee and/or labor relations.
- Ability to analyze complex management and shared governance issues, develop project scope and solutions, give professional advice to senior managers, administrative leaders within a College/School/Division, and the Assistant Vice Provost, and make critical decisions regarding matters related to academic personnel policy and employee and labor relations.

Education and Training

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted annual salary range that the University reasonably expects to pay for this position is $95,300 - $155,000.00. The full salary range associated with this position classification is $95,300 - $178,100.
- This is an 18 month, full-time (40 hours/week), contract appointment, eligible for UC benefits with the possibility of extension with continued funding.
- This is a monthly paid, exempt position.
