Position Overview:
A reasonable estimate for this position is $141,976-$164,043.
Academic Coordinators are appointees who administer academic programs that provide service closely related to the teaching or research mission of the University. This service may be provided to academic departments, to organized research units, to students, or to the general public. Determination of the appropriate level for an appointment for an Academic Coordinator shall take into consideration such factors as program scope and complexity. The duties of an Academic Coordinator are primarily administrative. Individuals in an Academic Coordinator title who are assigned research or instructional duties are required to hold a dual title.
Housed within the UC Davis Department of History within the College of Letters and Science, the California History-Social Science Project (CHSSP) is a statewide subject matter program that provides high-quality professional learning and policy implementation as well as leadership experience for TK-12 teachers of history and the related social sciences. The California History-Social Science Project Statewide Office (CHSSP-SO), and its regional CHSSP sites at universities across California, operate in the context of the California Subject Matter Project (CSMP) model, mission, and legislation (EDC 99200). CSMP is administered by the University of California, Office of the President (UCOP).
The CHSSP seeks to bridge the academy and TK-12 communities to help teachers strengthen their history-social science inquiry-based instructional practice and provide equitable educational opportunities to all students, through a model of learning, practicing, and doing. CHSSP professional learning programs strengthen teachers' instructional capacity to develop students' content knowledge, academic literacy and disciplinary thinking skills, language acquisition, and civic empowerment. More specifically, the CHSSP provides support to teachers to develop and enhance their content knowledge and pedagogical skills necessary to implement State Board of Education Standards; supports the improvement of history and social science education by the dissemination of the latest historical scholarship, disciplinary methods and strategies; and supports the development of long-term partnerships with schools, districts, and counties, especially schools with large numbers of high-need students. The CHSSP-SO oversees the work of regional CHSSP sites and also provides direct professional learning for TK-12 educators in the Sacramento region, and in underserved areas of the state. The CHSSP-SO also conducts research and development to support professional learning programs and provides professional development for regional site leaders.
Funded entirely through extramural contracts and grants that average more than $1,000,000 annually, the CHSSP- SO works at the state and national level to secure funding for its own operation and when possible, regional CHSSP sites across California.
This Academic Coordinator position serves as the Executive Director of the Statewide Office and regional CHSSP sites. As the chief executive, this position leads the organization in the context of the CSMP model and mission. The Executive Director oversees both the development and implementation of all CHSSP programs and funding initiatives, supervises both the Statewide Office staff and each of the local site directors, and network strategic planning. The Executive Director serves as the chief representative of the statewide network to the CSMP collaborative, and as such, works closely with executive directors from the eight other CSMP networks and the CSMP Executive Director, at the University of California, Office of the President, as well as members of the CSMP Concurrence Committee, which oversees the work of CSMP.
This is a fiscal year appointment.
MAJOR RESPONSIBILITIES
I. Coordination of Academic Programs (90%)
Academic Program Planning and Development. Provide academic leadership for a discipline-specific network designed to increase student achievement in history-social science through a rigorous teacher leadership professional development program. Incumbent in this responsibility is the academic leadership for both the CHSSP -SO and site director staff to ensure quality professional development programming that supports the State-adopted Standards (History-Social Science, English Language Development, and Common Core) and Framework (History-Social Science), increases teacher content knowledge, discipline-based pedagogy, and results in student learning, literacy, and language acquisition. In addition, this position requires a continuous review and evaluation of relevant research in the field to identify new demographic trends and curriculum needs in the discipline, inform curriculum development and review, and participation in the creation and review of State Board adopted curriculum, frameworks, and standards. The Executive Director provides technical assistance and support to site directors and CHSSP-SO staff, especially those who are new to the network, to identify the indicators of high quality professional development programs, and support and implement the laws and regulations that guide TK-12 education. Build and sustain intersegmental institutional support for each site by consulting with appropriate host institution (UC and CSU) faculty and campus leadership.
Facilitate the efforts of various departments, managers, and outside constituencies to ensure interdisciplinary collaboration. Build and sustain inter-segmental institutional support by consulting with appropriate host institution faculty and campus officers. Work with other collaborating agencies to secure academic support for the project.
Evaluation of academic program effectiveness and success. Establish and maintain a process for continuous monitoring and accountability for the network to ensure that each site, the CHSSP-SO, and the network as a whole is providing the highest quality professional development activities for participants and meeting statewide CHSSP and CSMP goals. Ensure that evaluation of CHSSP programs as well as discipline-specific research, local and statewide, are designed, organized, conducted and completed, and that results are publicized to inform CHSSP and CSMP practice. Monitor the Project's data on the CSMP Information System and disseminate appropriate reports to site directors, the Advisory Board, CSMP leadership at UC Office of the President, and the CSMP Concurrence Committee.
Supervision and leadership of other academic appointees and staff. Lead recruitment, organize, and provide direct supervision of all CHSSP-SO staff members, including other academic appointees and administrative staff. Train and assign work to SO employees. Provide guidance on performance standards and University procedures; work with College academic and staff personnel leadership on performance management issues. Lead performance and merit reviews for CHSSP-SO staff and academic appointments.
Provide network direction to site directors at each of the CHSSP sites on local campuses across the state. This network direction includes the hiring of site director candidates and evaluating site performance, working closely with each site's local faculty advisor and the CHSSP Advisory Board. This network direction includes the ability to open, close, or substantially restructure campus sites, given site director performance, willingness to pursue CHSSP or CSMP objectives or goals, or budget realities. Ensure that network sites comply with the terms and conditions of Project agreements, budget management, contract guidelines, budgetary and programming reporting requirements, and CSMP and host institution (UC and CSU) policies and procedures.
Extramural resource development (through contracts, grants, and additional fundraising) and financial management. Funded entirely through extramural contracts and grants that average more than $1,000,000 annually, the Executive Director works at the state and national level to secure funding for its own operation and when possible, regional CHSSP sites across California. Build site director capacity in the area of resource development and management by providing ongoing coaching in grant-writing and development strategies to ensure network sustainability. Effectively manage the CHSSP-SO budget and the distribution of CHSSP funds to local sites. Meet accountability and organizational deadlines, schedule and facilitate Advisory Board meetings for the review of site proposals and budgets and the creation of recommendations to the CSMP Concurrence Committee and CSMP Executive Director. Assists in identifying CSMP network and other relevant resources appropriate to addressing the professional learning needs of various regions and guides the development of cross-project collaboration to address these needs. Collaborates with the CSMP Executive Director and other colleagues to expand teachers' access to quality professional learning and provide year-round support in all regions using digital programs and communications as appropriate.
Liaison representation with other agencies and institutions in the public and private sectors. Serve as the chief representative of the CHSSP network to the CSMP collaborative. Provide technical assistance and support to CSMP site and statewide efforts to improve teacher and student learning. Advise the CSMP Executive Director and Concurrence Committee regarding special challenges faced by the CHSSP network; communicate the CSMP vision and the Concurrence Committee's perspectives regarding the development and implementation of high-quality professional learning and the role they play in providing students with highly qualified teachers. Participate in meetings scheduled by the CSMP Executive Director and the CSMP Concurrence Committee to foster a coherent and coordinated approach to providing professional learning to schools and districts. Collaborate with the CSMP Executive Director and other subject matter project Executive Directors in the development of cross-curricular programming and shared grants, network management, and compliance with state and federal reporting requirements and policy mandates. Communicate the CSMP vision and the Concurrence Committee's perspectives regarding the development and implementation of high quality professional development programs and the role it plays in providing students with highly qualified teachers.
Serve as senior staff to the CHSSP Advisory Board, a ten-member intersegmental body of appointees from the University of California, California State University, California Community Colleges, the Governor, the Superintendent of Public Instruction, the Commission on Teacher Credentialing, the State Board of Education, the Association of Independent Colleges and Universities, and representatives from both private industry and professional teacher organizations. Convene Advisory Board regularly, in support of the Board's legislative mandate (EDC 99202) and annual site funding review process.
Develop and maintain relationships with the discipline's business community, professional organizations, local, regional, and state leadership, post-secondary disciplinary faculty across the UC, CSU, Independent Colleges, and Community College systems, and other stakeholders in the field to coordinate professional development offerings and maximize the Project's impact and resources.
II. Professional Competence and Activity (5%)
Identify, review and regularly communicate research findings for discipline-specific professional development, which responds to new challenges in the field. Serve as a liaison among TK-12 educators, university researchers and academic specialists to support TK-16 goals for articulation in the content area. Anticipate and respond to individual and sub-group student differences in achievement, engagement, and literacy. Participate in and present at professional societies and conferences. Apply current research on implementing standards-based instruction, supporting high-need student populations, and assessing teaching and student learning to professional development programs designed to increase achievement for all students.
III. University and Public Service (5%)
Represent the University in a special capacity as a representative of the university's commitment to public service during the discharge of responsibilities. Participate in the administration and advancement of the University through committee service. Serve as a resource for public schools and university researchers dedicated to improving student learning and literacy. Represent the CHSSP, CSMP, and the University in work with teachers, schools, and districts, and with other agencies, archives, museums, government bodies, and post-secondary institutions.
